The Tale of Two Cities

Two colorful, fictional cities go about their business during Advent, preparing for Christmas. On one side is the town of Filiba Strait: slow and exacting. On the other side is Chug-Along Mill: frantic and frenetic. Which town is right? Which city does a better job getting ready for the Big Day?
